With the change in rules I believe they can make official visits during the summer.

They can take official visits right now, but that's a big gamble. Even if you get a commitment, you have a whole season to sit through and you can't have the kid back on your campus unless they pay for the trip themselves. You'd rather have them on campus the week or two before signing day or at least during the season for a game. UCONN got a commitment from a fairly high rated running back from Texas who officially visited there a month ago. I'd bet a lot of money that he won't be committed to UCONN in November...and UCONN won't have another crack at him on campus unless he spends his own money to go up there and visit (likely not happening).

I get where you're coming from and that may be how we handle it for now but this all new territory for the staffs and there are various views on it. Plus how we handle things this year might change next year.

There is a whole swath of the country that is known for football players, especially linemen we should consider recruiting.

The Central Great Plains are a semi-arid prairie ecoregion of the central United States, part of North American Great Plains. The region runs from west-central Texas through west-central Oklahoma, central Kansas, and south-central Nebraska.

I mean, we can go back and forth on that all day. Kansans consider Kansas the Midwest. Regions overlap.

Definitions of regions are apt to change. Remember, some of those states marked in red were one in the "Northwest."
