Probably, but 8-12% is pretty normal for surveys like this. I've been part of market research projects where the response rate is less than 1%. It would be great if people were more engage but it's just the way it is.
Thanks. My next question was going to ask if there are “industry standards” that define what is to be expected. Sounds like Tulane’s rate was close to the average.
