Basically in the neighborhood between Tulane's campus and South Carrollton, South Claiborne and St. Charles, you can't buy a property and add bedrooms without adding off-street parking. Makes sense, as those streets are all crazy tight to begin with and having 4 to 6 Tulane students, all with their own cars, living in a modified house that once was only 2 or 3 bedrooms, is just a bad idea.
I know certain people here are gonna scream because entrepreneurial landlords should be free to do what they want, but this seems like a reasonable thing to me.
