Government project. Took the low bid.

Or better yet, USA took all the bids, gave it to a crony with a high bid, who then took off to his beach house in Aruba. Paid low cost labor to do it.

Standard joke in the military is that never forget that the war making equipment one uses comes from the low bidder. I think that line comes up in many NASA related movies too.

Or it can be the high bidder, greased with hookers and dinners, like the Fat Leonard scandal still being unwound in the US Navy in the Pacific.

true story. A friend joined the Army, on his first 8 mile march up some mountain he noticed he was the only one wearing the Army issued combat boots. Everyone else had much, much better combat boots they had purchased with their own money. They told him everyone just threw their Army issued boots away, that they were junk. After his 8 mile march his feet were a mess. The next day he went and bought the same boots everyone else was wearing.
