Isn't the output of a cell phone charger something like 5V and maybe 1A? Was she in salt water?

Add water and the resistance goes away. Phone chargers are not exactly high-quality electronics with trustworthy safeties. I'm sure the transformer can short. Google the keywords die cellphone charging bathtub and there are lots of stories.
