High school football rules changes of note - 2019

Nothing really earth shattering this year, but since many love the Friday Night Lights, here goes:

- A legal scrimmage formation now only requires 5 players on the line (previously it was 7) with no more than 4 players as backs.
- Added 40 second play clock; with a 25 second play clock on a try, to start a period, following a timeout
- Horse collar tackle (illegal) definition expanded to grab inside back or side collar, or the name plate area directly below the back collar of either shoulder pads or jersey of the runner and subsequently pull (backward or sideward) to the ground
- New penalty for tripping runner, defined as intentional use of lower leg or foot to obstruct an opponent below the knee: 15 yards
