The article says that they would need to close off a couple of blocks of the street, but haven't been able to get permission. Their lease with the Linc was due to expire, so they had to negotiate an extension.

That’s a densely populated area so grabbing land is always going to be problematic. The current Temple campus does not even have the space we had to build. Plus, all the usual NIMBY stuff albeit not the well-heeled old money types like in New Orleans.

This could have been a sign of an indefinite punt with some nods to on campus to appease those upset, or this could be a we need years to get this done without trying to commit to something that isnt 100%. Sounds somewhere in between from TUPF's perspective

Temple’s original plan was to build an on-campus stadium off 15th Street. But for that to happen, it will need 15th Street to be closed for good along the two blocks between Norris Street and Montgomery Avenue. The school has not received the legislative permission to do so.

Multiple sources have said Temple has looked into building the stadium on another part of campus if the university cannot get approval for its desired site.

Discussions have included building an off-campus stadium, but several Temple sources said the school preferred having a stadium on campus. The school thinks it will be more profitable to own its own stadium.

I honestly don’t think it ever gets done. Especially since with several years now of winning football, the demand still would not even fill a 35k seat stadium except when playing ND and PSU—and the Linc could serve that. With the land acquisition costs on top of the construction costs, plus having to close a portion of a major thoroughfare (15th street runs parallel to Broad/14th Street) I don’t see how the business case closes for a $130M stadium.
